Lining fabrics generally should be of the same or similar composition as the fashion fabric. They should have the same shrink factor and be able to be washed the same way. You would not want cotton to line georgette. Cotton shrinks and is a little bit too heavy and georgette doesn't shrink. Batiste would be good for cottons and challis. If you can afford it, using challis to line challis would be really nice. Some linings are for dresses because of the sheer fabric and you want to block the view. Some linings are for a smooth look and it may be easier than finding a slip that would match. As for wool jackets, the lining is for a finished look and in my opinion, a less scratchy inside. Some linings are for adding stability to the garment. Some linings are for special effects as in wedding dresses that need added fullness or body or a background for a sheer design. Usually the ladies in the fabric store can guide you to what will work best. I agree about the silky lining fabrics; I don't like them either, they tend to shred.
